A precinct planned for the long term.

Bulmans Road sits in Horizon 3 of Victoria's 10-year plan for Melbourne's greenfields — planning is expected to commence between 2029/30 and 2033/34. The deliverables below reflect how greenfield precincts of this scale are normally planned; the binding figures will come from the future precinct structure plan.

New homes

Dwelling yield and density will be set by the future precinct structure plan. No figures have been gazetted.

Local town centre

Greenfield precincts of this scale typically include a local town centre — location and scale subject to the PSP.

School sites

Government and non-government school sites are usually reserved within precinct structure plans. Sites TBC.

Conservation

Any conservation area will be identified in the official plan alongside biodiversity assessment.

Open space & green spine

A connected open-space network typically follows existing waterways and drainage corridors.

Future residents

Population capacity follows dwelling yield — to be set by the future precinct structure plan.

Indicative delivery timeline

  1. Stage 1

    Planning & enabling works

    Precinct structure planning, infrastructure contributions, servicing and road upgrades.

  2. Stage 2

    First homes

    Initial land releases and early residential construction closest to existing services.

  3. Stage 3

    Town centre & schools

    Local retail, community facilities and the first school sites come online as population builds.

  4. Stage 4

    Maturing community

    Open-space network completed, later stages delivered, precinct reaches planned capacity.
